Sausalito covers the City of Sausalito only, but this is where many of us shop and spend our time away from home. Every local government jurisdiction in the Bay Area, including Sausalito and Marin County, is developing its own 6th Cycle Housing Elements, which are due in January 2023. The Housing Element is a mandatory part of the general plan and requires communities to plan for new housing. "Over the last 15 years, we've reinvented ourselves as a delta city," says Arnoud Molenaar, chief resilience officer with the City of Rotterdam. "Instead of seeing water just as an enemy, we see it as an opportunity." The concept is intriguing but actually launching these concepts will take more than calm seas.

The adaptation we need includes dealing with sea level rises – a problem for which floating homes could offer an important source of hope. Family-owned developer Willco originally constructed the Vanguard building in 1965 as one of DC’s most significant development projects and high-rise office buildings in the neighborhood.

Are floating homes the future of housing?
There is even a proposal for floating islands in the Baltic Sea on which small cities would be built. In Amsterdam, which has almost 3,000 officially registered traditional houseboats across its canals, hundreds of people have moved into floating homes in previously neglected neighborhoods. With about a third of the country below the current sea level, the Netherlands is embracing floating houses and other buildings that can adapt to rising waters. The floating communities in the Netherlands, which emerged in the past decade, have served as proof of concept for larger-scale projects now being spearheaded by Dutch engineers.

To show you two extremes you need only look at Lazzarini Design’s Floating UFO home and then take a peek at The Floating Seahorse, a series of luxury floating villas that are partially underwater and constructed by real estate agencyKleindienst Group. I’m not entirely sure The Floating UFO home even takes itself seriously, while Seahorse is certainly looking to appeal to the “I’ve got more money than I know what to do with” demographic. If the different modules all have their particularities, those that stand out are certainly the SeaPod and EcoPod, due to the fact that they are erected above the water. These were conceptualized to address the lack of space in popular beach destinations.
Floating Homes Of The Future
Take Pearl, a houseboat that features a clear dome-shaped topper and a teak ring-shaped deck. Designed by Orhan Cileli, the sleek floating home, which would house up to five occupants, explores alternatives to conventional houseboat engineering. Rather than the flat bottoms that characterize most traditional boathouses, the Pearl would have a bobber-like shape. This, along with its use of gyro-technology would mean it could stay afloat—even in a raging open sea. Pandemic isolation, a dramatic increase in the amount of time spent at home, and severe restrictions on free movement are all likely to have brought in a new crop of buyers considering the possibility of living on the water.
In Europe, the U.S, and Canada, on the other hand, such buildings could well become the norm, with Dura Vermeer and a number of other Dutch companies already exploring the possibility of entire cities built in this manner. "We are now working with companies in the Far East, Asia, America and elsewhere in Europe, although we ourselves will only be building houses in Holland." "In the event of a flood you open the doors and allow the water to enter the non-essential lower rooms, which have been specially designed to resist water damage, with waterproof plaster and specially adapted electrics and plumbing. "The idea with wet-proof houses is that all the essential rooms -- living room, kitchen, bedroom - are on the upper floors," explains van der Pol. The technology and design -- the latter provided by Dutch architectural firm Factor Architecten -- took three years to develop, although obtaining a government green light for the project took considerably longer.
Waterstudio will oversee construction this winter of a floating housing development near the low-lying capital of Male in the Maldives, where 80% of the country sits less than 1m above sea level. Underneath the hulls will be artificial reefs to help support marine life. The buildings will pump cold seawater from the deep to aid air-conditioning systems. Rutger de Graaf, the cofounder and director of Blue21, said that the growing number of disastrous, unprecedented storms around the world has spurred both city planners and residents to look to the water for solutions.
“Generally, the approach is that you cannot build within a flood plain,” Barbour summarises. The status quo, meanwhile, leaves businesses and homeowners trapped in devaluing properties. One solution to the housing crisis and the challenge of mitigating climate risk that is being put forward with increasing vigour is to allow houses to be built in areas deemed at risk from flooding at a far greater rate than is currently permitted. Proponents of this approach argue that this can be done by ensuring those homes and the communities in which they are built are themselves flood resilient. "There's no longer this idea of a crazy magician building a floating house," Olthuis says.
A floating house can be constructed on any shoreline and is able to cope with rising seas or rain-induced floods by floating atop the water’s surface. Unlike houseboats, which can easily be unmoored and relocated, floating homes are fixed to the shore, often resting on steel poles, and are usually connected to the local sewer system and power grid. They are structurally similar to houses built on land, but instead of a basement, they have a concrete hull that acts as a counterweight, allowing them to remain stable in the water. In the Netherlands, they are often prefabricated, square-shaped, three-story townhouses built offsite with conventional materials like timber, steel, and glass. For cities facing worsening floods and a shortage of buildable land, floating homes are one potential blueprint for how to expand urban housing in the age of climate change. A floating house can be constructed on any shoreline and is able to cope with rising seas or rain-induced floods by remaining atop the water's surface.
Most Sausalito and floating home residents want the “working waterfront” to remain healthy and viable. There is also interest in allocating some land within the Marinship for senior housing and affordable housing. The flat land and larger parcels make senior and affordable housing more viable in the Marinship than in other areas. In October, residents of the floating community of Schoonschip in Amsterdam had little doubt they could ride it out. Ocean Builders claims to have focused on the sustainability of its builders.
By the Environment Agency’s own admission, simply investing in flood defences will not be enough to tackle the climate risk issues facing the UK. Houseboats have historically been one of the least expensive home ownership options in Marin County, but that is no longer the case. The price per square foot of a home with finished living space is a basic metric and it varies widely depending on dock, position on the dock, depth of water, views, quality of construction, degree of updating and condition of the hull. The average price per square foot for houseboats is rapidly approaching $1,000. Some houseboats of course sell for quite a bit less, and some for considerably more.
